
Can I Take My Rental Car Across Borders?
Yes. Cross-border travel is permitted from Montenegro to Croatia, Bosnia & Herzegovina, Albania, Kosovo, and Serbia. Notify your rental company at booking so they prepare the paperwork — the main document you need is a Green Card international insurance certificate.
The Green Card Explained
A Green Card is an international motor insurance certificate proving your vehicle is insured in the country you are entering. Every Balkan border crossing requires it. No Green Card, no entry — border guards will turn you around.

Double-check that the Green Card covers every country on your planned route before you leave. Some policies exclude Kosovo — ask specifically.

Border Crossings from Montenegro
Montenegro → Croatia
The main tourist crossing is Debeli Brijeg on the coastal E65 between Herceg Novi and Dubrovnik. In July and August, weekend afternoon queues stretch to 1-2 hours. The crossing is straightforward but slow when cruise ships disgorge day-trippers into rental cars.
Cross before 8 AM or after 8 PM. Weekday mornings are dramatically quieter than weekends. The inland crossing at Sitnica (near Nikšić) is almost always empty.
The Kamenari-Lepetane car ferry shortcuts across the Bay of Kotor — saves 45 minutes of bay-road driving and costs a few euros per car. Runs every 10 minutes in summer.
Montenegro → Albania
Two main options: Sukobin/Muriqan on the coast (near Ulcinj) or Hani i Hotit inland near Lake Skadar. The coastal crossing is faster and more traveller-friendly. From Podgorica, Hani i Hotit is about 1 hour south.
Albanian road quality drops noticeably after the border. Slow down, watch for unmarked hazards, and fill your tank on the Montenegrin side.
Montenegro → Bosnia & Herzegovina
The main crossing is Šćepan Polje near Foča (for rafting trips on the Tara), or Vilusi from the Nikšić side. Both are quiet crossings with minimal wait times outside July-August.
Montenegro → Serbia
Cross at Dobrakovo on the E65 north of Bijelo Polje. This connects to the Serbian motorway network towards Belgrade. The road through northern Montenegro is scenic but slow — allow 5-6 hours total for Podgorica to Belgrade.
Montenegro → Kosovo
The Kula crossing near Rožaje connects to Peja/Peć in western Kosovo. Check that Kosovo is explicitly listed on your Green Card — some rental policies exclude it. The mountain road on the Kosovo side is rough but passable.

Tips for Smooth Crossings
- Have every document in hand before you reach the window — shuffling through the glovebox while cars queue behind you is not fun
- Kill the engine while waiting — border guards notice and appreciate it
- Summer weekends are the worst at coastal crossings — cross midweek whenever possible
- Inland crossings (Vilusi, Hani i Hotit, Dobrakovo) are almost always faster than the coast
- Carry EUR cash for tolls, parking, and small purchases on the other side
- Check your mobile data roaming plan covers the next country — charges can be steep otherwise
Rules That Change at the Border
Traffic laws differ between Balkan countries. Key ones to know:
- Croatia: headlights on at all times, motorway tolls payable in cash or card
- Albania: lower speed limits on rural roads, significantly variable road quality
- Bosnia: winter tyres mandatory November to April, first-aid kit and warning triangle required
- Serbia: zero alcohol tolerance, motorway vignette required
- Kosovo: drive on the right, International Driving Permit recommended
